Context

The operation of SEAS based on a model originally designed in 2004 must now evolve:

  • to reinforce the investments made;
  • to continue and perpetuate the work and products already carried out that contribute to the knowledge of the territory and its dynamics;
  • to support some experience and technological advancement in Earth Observation;
  • to help the development of the territory and regional cooperation in employment, education and research.

Since the anniversary date of February 7, 2014 (8 years after its inauguration), and as initially planned, the IRD has been transferring the management and equipment of the SEAS tool to the Guiana Region, manager of the equipment and infrastructure of the new University of French Guiana.

From now on, the SEAS Guyane project must embark on a new phase of its evolution and operation. SEAS Guyana Phase II will therefore be one phase at a time:

  • transitional: change of guardianship, end of life of satellites, restructuring, implementation of pilot services;
  • preparatory: exploitation of images of a new generation of satellites, use of other image data sources to define the strategy of Phase III of SEAS Guyana planned for 2015.

Objectives

It is now for the Territorial Collectivity of Guyana to promote a dynamic of democratization of the use of satellite imagery with a certain number of organizations and Communities, in order to allow them to optimize the knowledge and control of the territory they manage. The station is thus entering a new stage in its development towards a sustainable balance between the two major missions of scientific research and economic development, which are carried out respectively by the IRD and the Territorial Collectivity of French Guiana.

The objectives of this phase are:

  • ensure the continuity of satellite data reception;
  • prepare for the post-SPOT 5 and adaptation to other satellites by proposing other offers,
  • encourage the development of applications and services, to meet the founding missions in the service of territorial development, innovation, regional cooperation and research;
  • define an economic model of sustainable operation to generate economic benefits while serving public interests (research, public services, cooperation, training).

Issues

Through phase II of the project, the Territorial Collectivity of French Guiana, the IRD, CNES and the State are working together in favour of sustainable development to multiply their respective actions and support projects carried out by research institutes, innovative companies, associations and local authorities. This will contribute to the attractiveness of the territory by creating optimal conditions for:

  • support companies in their establishment on our territory with a view to allowing the emergence of qualified jobs;
  • develop operational services at the foot of the antenna for the benefit of French Guiana with a view to regional outreach;
  • set up university courses adapted to the qualifications required;
  • developing regional cooperation actions...

In other words, the aim is to create activity in French Guiana and services with high added value at local and regional level.
